I support HB 2269 SB 2269 because film and television productions have historically supported small businesses and jobs in West Oʻahu. With no series currently filming in Hawaiʻi, local businesses and workers are being impacted. Strengthening film incentives will help bring productions back and support our local economy.

HB 2269 RELATING TO THE MOTION PICTURE, DIGITAL MEDIA AND FILM PRODUCTION INCOME TAX CREDIT [Governor’s Package]
Increases the qualified production credit from twenty-two per cent to twenty-seven per cent in any county of the State with a population of over seven hundred thousand and twenty-seven per cent to thirty-two per cent in any county of the State with a population of less than seven hundred thousand. Lifts the per production cap of $17,000,000 for productions with qualified expenditures of $60,000,000 per project. Increases the annual cap to $60,000,000 from $50,000,000 for the total amount of the motion picture, digital media, and film production income tax credit allowed under section 235-17, HRS, and extends the sunset date of the tax credit to January 1, 2038. Clarifies and amends the requirement for an independent third-party certification and expands the definition of "qualified production" to include streaming platforms for the motion picture, digital media, and film production income tax credit. Includes a definition of "streaming platform".
WHY THIS MATTERS
- TV series such as Magnum P.I., Hawaiʻi Five-O, and NCIS: Hawaiʻi have filmed in West Oʻahu in the past, bringing steady business to local restaurants, vendors, and service providers.
- Film and television productions support small businesses and local jobs, including food services, transportation, equipment rentals, cleaning services, and neighborhood businesses.
- With no TV series currently filming in Hawaiʻi, local businesses are losing customers and workers are losing income that supports their families.
- Productions are choosing to film elsewhere because HawaiÊ»i’s incentives are no longer competitive.
- Strengthening HawaiÊ»i’s film incentives will help bring productions back and support small businesses, workers, and economic growth in West OÊ»ahu, especially as a film studio is planned for the region.
Supporting the film industry is a legislative priority of the Kapolei Chamber this legislative session.
