Statement on the Honolulu City Council’s passage of Bill 60 (2025)
HONOLULU — Mayor Rick Blangiardi issued the following statement on Wednesday following the passage of Bill 60 (2025) by the Honolulu City Council, which authorizes the Honolulu Authority for Rapid Transportation (HART) to conduct planning, design and construction work on extensions to the Skyline system. Bill 60 does not authorize or appropriate funds, and any planning, design or construction work on extensions is subject to the availability and approval of funds.
“Today’s passage of Bill 60, which authorizes the development of extensions to Skyline further west, into Kapolei, and further east, past Ala Moana and to the University of Hawaii at Mānoa — with a potential branch to Waikīkī — represents another major step toward reshaping the future of transportation on Oʻahu,” said Mayor Rick Blangiardi. “I am grateful for the City Council's continued commitment to this project, and I’m confident that HART will approach this responsibility with the fiscal discipline, transparency, and strategic focus that the people of Oʻahu expect and deserve.”
Additionally, Lori Kahikina, the Executive Director and Chief Executive Officer of HART, offered the following statement:
“I want to express my sincere gratitude to Mayor Blangiardi and the City Council for their confidence in entrusting HART with this tremendous responsibility. I also want to acknowledge the HART Board of Directors, our stakeholders, and project advocates, whose steadfast support was instrumental in the passage of Bill 60,” said Lori Kahikina. “We will approach the study and evaluation of possible extensions to Skyline with the same commitment to fiscal responsibility that guides our design and construction efforts.”
